He’s having a conversation with the guy beside him talking about how his boss threatened to fire him if he didn’t get kiroshi optics for his work. He said something along the lines of “It just feels wrong cutting away a piece of your body and replacing it with metal.” Lol

Unfortunately both idle animations and character looks are randomized for procedurally generated NPCs. Sometimes these are totally incompatible. Sometimes you see several of the same NPCs in the same general area.
I’m not sure how much of that was patched out but it used to be pretty common walking up the streets of NC
