As replied by others no. i recently installed thermalright PA . Difficult to tell from the picture but probably the pressure from the 2 screws for mounting are not balanced. Dont immediately finish up on one side and proceed to the other. Take turns to screw on both side bit by bit simultaneously until both screws are in place / balanced.

I have this same CPU fan. It’s not mounted entirely on the top. Lay your case down and remove the fans. Tighten it in an X pattern. It should be snug but not too tight. (Don’t want to strip your screws or damage the board.) Also, move that front fan a little forward. It shouldn’t be touching your ram.

lol no, you’ll need to remove one of the fans from that cooler to fit it with this ram, should be fine without it or at least give it a try before getting one that fits

Not at all. CPU cooler sag is not a normal thing. But it looks like your MOBO is too small for that cooler. The fan should not be above your ram.
