I had the same issue, it resolved itself when I turned off motion blur.

This is caused by one of the following;
1.) Your upscailing settings (Nvidia DLSS, AMD FSR or CAS)
2.) Motion blur
3.) The myriad of lighting settings
This problem persists even on consoles as they don’t have the option to disable or adjust many of the lighting options.

Turn off screen space reflections and screen space shadows

Look for film grain and f.o.v (field of view) between them, mine was doing the same still can’t completely get rid of it but it’s better, I’m on PS4 maybe ps5 is better

Installing older drivers helped so you can try do that manually.
