What they mean by refurbished is that the card was tested and working, no one bothers to open it and clean.

Recently bought a “certified refurbished” Acer monitor on Ebay. It arrived with a scratch on the screen and a couple spots with what seems to be something stuck inside the panel, leaving a little dark spot. Apparently according to Ebay the seller has no responsibility to replace / RMA the unit, only accept a return and refund. Probably never buying refurbished again, might as well just buy a used product.

Unfortunately from what I can tell it is not profitable to really go all the way and properly refurbish electronics. Since there is basically no profit margin the amount of time it takes to properly do it creates a net loss. Not that I approve it but I tried repairing and selling old tech and unfortunately repair parts eat away any profit you could have and any mistake is a net loss. It just makes more sense to buy a cleanly used second hand one.
