Smasher actually scales pretty close to Homelander as far as strength goes tbh. Supes in The Boys are totally bulletproof as just a baseline. Starlight survived a close range sniper shot to the chest with no damage, and I wouldn’t say she’s super physically strong compared to other supes.
Smasher is also mostly bulletproof. He isn’t bulletproof in the game simply because of game mechanics. He’d be much slower than Homelander, possibly even with the Sandevistan. Homelander can keep up with planes and various speedsters, including A-Train, who’s known as the fastest man in the world.
However, at least in live action, Homelander has been pummeled by multiple dudes who’re barely building level. He was afraid of being hit by Soldier Boys’ explosion, which may be above building level. Now, of course, it also wipes super powers out, but Queen Maeve survived a 20-story fall even after being hit by it.
I’d say Smasher loses 7/10 times. Laser eyes, speed, and similar strength are going to be hard for him to overcome. HOWEVER, Arasaka stomps in pure capitalistic domination. Vought stands no chance against 2077s level of corporate domination.

You know Vought would destroy Arasaka in a direct dogfight as “””harming””” superheroes is like rocket science, one solo waltzing in Arasaka Tower practically destroys the company. But in a scenario where a war isn’t immediate Arasaka would be able to destroy Vought in many different ways, two that came to my mind instantly are espionage(vought has a crap counter-espionage) and turning Smasher supe-proof.

We know homelander can be overwhelmed by other heroes, an agile, powerful, durable, versatile and smart Monster like Smasher wouldn’t have more trouble
Not only that but even if Smasher is hurt, if he is not death he just need to change suits to be back to full power

if it was just super weapon vs super weapon, it’s honestly an interesting fight cause while V dunks Adam in the game, Adam should be an absolute monster to fight, and Homelander is strong but not immortal, he may be bullet proof but Arasaka moved past simple bullets back in the 2020s

Vought may have it’s super serum and an army of Sups… but the war is won from information gathering, so if some former Legally-Distinct-From-Radioshack employee can steal their classified documents and publicly out them… a ‘Saka Ninja is gonna rip through that place and Arasaka is gonna be the one selling the super hero drug.(and cause it’s Arasaka and their infinite resources… it’ll probably hit the shelves in like 3 weeks)

If he understands how to cripple a corporation’s infrastructure well enough to cut supply lines and communication, then it’s Vought by a pretty wide margin. However, base-level Homelander from the TV series would probably just laser Yorinobu and Adam, then gloat on the tv and in the screamsheets for a couple of days while Hanako has compound V stolen and injects Takemura with it.
Separate issue: would Homelander or other supes aside from A-Train be able to counter the Sandevistan? What’s the power scaling on that? Just curious.

Arasaka wouldn’t have any trouble to get everything they need to reproduce Compound-V with spies or hackers that would wreck any defences on Vought side.
Arasaka special forces and top agent would murder 95% of heroes with ease, Arasaka weaponry is above anything we have currently and “elite cybernetic troops” of Arasaka are bt themself beyond most of heroes.
Like I said only Homelander would be trouble, but he isn’t Superman. He can be hurt by “building” level of strength, and Arasaka have an army of cybernetic soldier and nukes.
So without Homelander, absolute stomp, with Homelander mid-diff with massive collateral damages.

Compound V makes super humans, cyberpunk has super humans already thanks to the Cyberware. Considering how much damage it takes to actually down someone, and take them out. Homelander probably could handle the average saka ninja. But then you have to think about things outside of combat.
Espionage, hacking, blackmail, these are all things arasaka is excellent at. They have their own counter intelligence department. They know how to squeeze people. How to undermine a company. Homelander has so much dirt on him it’ll be a child’s game. Could homelander then just go psycho and kill them all? Sure. But then he’d have to fight smasher.
I don’t think homelander could take smasher honestly. It’d be a very well fought battle, but smasher would come out on top. He’s already got basically every militaristic implant you could think of. I don’t believe homelanders Lazer eyes would be able to cut through his armor. Damage it, maybe. He’d have to have contact for at least a few seconds to actually pierce it, if taking explosive tipped malorian rounds couldn’t even dent it.
