Mine was stuck like this too, i slept 24 hours like 20 times before it fixed. Did a random gig after giving up and Judy called me about her after the gig. Not sure how it solved it though
Edit: This was also after I beat the main story missions and was halfway through Phantom Liberty
If you have PL you need to complete it entirely.
