Funny story, my TV (a 5 yo Samsung) came with one of those. I knew what it’s purpose was but I don’t watch actual TV so I threw it in a drawer and erased it from my mind.
A few years later, I moved houses so I stumbled upon this in the same drawer as my old GameCube. Spent about 30 minutes figuring out how to connect it to the bottom ports before I realised I’m stupid.

This is a crangulator. You plug it into early AMD K6.5 motherboards and it gives you more crang in Windows 2004.
This is a CI+ adapter from Samsung, it comes with most of their TV’s in most western countries.
It’s worth around $5.
