I got a computer with an ASUS TUF Nvidia RTX 3070ti GPU with 3 fans. I downloaded MSI afterburner and MSI Kombustor, tested and overclocked the GPU, and reached 2115MHz in clock speed, which is just 480MHz shy of the MSI Gaming X Trio Nvidia RTX 4090 (The MSI RTX 4090 has 4595MHz in clock speed). The computer with the 3070ti uses a 1080p monitor so I’m not sure about that, and so I looked up YouTube videos of 4K gaming with 2115 MHz in clock speed, and it looks promising, with 70+ FPS in COD 2019 Modern Warfare with RTX for example. However, the videos were recorded with an RTX 2080ti which has 11GB in memory, so that’s why I’m asking this question.
Edit 1 : Yes, the RTX 2080 in the YouTube videos were also overclocked
Edit 2 : I researched and found out that [you can increase FPS by having more RAM](https://www.kingston.com/en/blog/gaming/how-much-memory-for-gaming)

Not for any newgen games if you want 60 fps. Unless you are willing to run ultra performance upscaling or lower graphics a lot. 8GB kinda works but depends on the game, upscaling reduces vram usage as well.
in short. No. you seem to be hung up on clock speed. the 3070ti has something like 25 billion transistors the 4090 has 76 billion. clock speed doesn’t mean much when the jump is so huge.
for 4k I’d want more than a 3070ti for “good” at 4k. a 3070ti would probably be fine at medium or low certinaly with DLSS on. And don’t expect near 4090 experiences.
Gaming performance isn’t reliant on clock speed.
In short – anything overclocked will give you 2-7% more fps in general.
So if you have 55fps on non-OC card – overclocking it may give you 60fps. Nothing more.
Clock speed isn’t everything, like in CPUs you can overclock a Pentium 4 to the sky but will it match a modern i3?
There’s not enough VRAM no matter how much you OC it. 4K gaming takes twice the amount of VRAM to produce twice the pixel density of 2K or 1440 or 4 times 1080.
With 4K gaming, especially with anything new it will always come down to VRAM. You want at 16G VRAM on the card for 4K unless you modify one with less yourself. You can add memory to GPUs but it’s a pain in the ass.
