I’m not gonna say starfield has the best NPCs but come on now, whoever made this clearly picked the worst ones to show. Starfield has some decent looking main characters, obviously nothing like cyberpunk but still.

Compared to Cyberpunk, Starfield released in a much much better condition. I love both games, but comparing the two against each other is pointless.
