When downloading big Android games, you need to download both the apk and the obb file. You need to extract the downloaded obb files to the Android obb folder. I usually download both, install the apk, extract the files using Xplore File Manager and then open the game.
You have to download one, not make one. Idk it worked for me. Just look up an obb download. Make sure it’s just one folder, not just another one of the same name
