AD102-301 RTX 4090s secretly run up to 100mhz slower

    TL;DR: Running under 1150mV induces clock stretching. But the BIOS does not allow you to go beyond 1100mV, and for those with the new AD102-301 revision, beyond 1070mV.

    At 1070mV, you lose up to 100mhz of clock speed without any indication in MSI Afterburner or EVGA Precision. But, you can flash back to a 1.1v BIOS with my tool [nvflashk](https://github.com/notfromstatefarm/nvflashk), so no biggie.

    While this seems like a big blow to undervolters, I actually discovered and showed in this video that you can get away with 8K60 on only 700mV.
