Different tribes, different beliefs.
Also, many nations draw strength from very different sources, such as the northern councils being very magical, and magically attuned to the land, whereas Aztlan draws power from their patron deity, the blood drinking false Dragon-God Quetzlcotl; The UCAS and CAS both rely more heavily on steel and organized magery. Integrating any of that together would be a nightmare.
Plus the Tir Tairngire people are insane racists, so there’s that.
