It doesn’t physically take place anywhere. Johnny was killed when Adam Smasher shot him in half. Spider Murphy slotted a chip with soul killer on it into him right after in hopes of “saving him”. Johnnys traumas, narcissism, and many years as an engram have warped his memories and perception of events. This scene was made up in Johnnys mind, maybe as a means of coping with what happened to him.

Based upon the evidence in game its probably Gojira (not the metal band) which seems to be Saburos personal flagship which would make sense to be where he would locate a Mikoshi access point for use on particularly important prisoners and enemies like silverhand.
