Mall if you want to get into firefights immediately. Plus I’m pretty sure the mall has the most cash of any building for its size. Lots of cash registers and fat stacks.
If I want a slow start where I get a bunch of loot before running into anybody I usually drop at either Central Station or Cruise Terminal. After looting those I have full armor gear and equipment, a decent amount of cash and pretty much any two weapons I want. If you’re lucky there will be a loadout crate somewhere in there too. Otherwise you’ll have enough money to buy a loadout drop anyway, or at least both of your loadout weapons.
