It’s been a thing since the birth of zombies. Some people just LOVE to not open doors, because they want Jug ASAP or want to hit the box or PAP right away.
Other aspect as well is depending on the map, door prices get more expensive the closer you get to power. So they might happily buy the first couple of doors, and then the expectation is you buy the next ones. You could purchase 3 doors each, but points wise you probably spent double to triple what they paid. Bit of an underhand tactic.
But yeah most likely the first scenarios.
