It’s likely a bug, that is part of the effect from activating Aether Shroud I believe.
Is it the lightning link field upgrade bugging out? It effects all players in range maybe your team mate was using it and it bugged out?
Did you use tombstone? My screen goes like this anytime I use it so I’ve just stopped buying it because it drives me nuts

it’s called tesla storm. you may have joined mid Activision. Mostly likely a display glitch. Plenty of them in this great game.
