To anyone wondering, no you don’t need to do every Tier 3 mission. Once you unlock Tier 4 missions for a faction you are “done” with it. I had my doubts but doing the final locked mission is all that matters for each mission set. I still have some unfinished Tier 1-3 missions.
EDIT: The missions i haven’t done are: White Lotus [Tier 3: Fast and Strong], Black Mous [Tier 1: Weapons Research, Tier 2: Based, Tier 3: The Whale]. So the tl;dr to their terrible UI is, the second weapon slot will unlock when you see Tier 4 missions for Legion, White Lotus, and Black Mous.

For casual players it is STUPID idea to block Your weapons!
