Why do I never get matched with any body that knows how to play the game it's always low ranked people or level 55 that's it. 90% of the time its "I just downloaded the game"

Rebirth looks so horrible now 😭 I'm pretty sure I lagged out, my internet is fine with every other game though.
When ever I boot up COD on PC gamepass, battle net or steam it gets stuck like this. EVERY other game works besides this. Anyone know how to fix it? I have tried everything I can think of.
Not sure how the blast trap didn’t detonate in time, but I’m surely not complaining.
