Why Ornament Over Hit effect?

Decided to start saving so I upgrade my AKM to the loot crate, but one thing that bugs me is level 5, other guns have hit effect at level 5 whilst others have ornament slot, why is that?

I said, let's just do a x10 maybe I get lucky and then leave that as it is. Got the M1 garand and gilt backpack on the first x10 pull 😵‍💫😵‍💫😵‍💫. Sometime I guess I can get some luck too ahaha. In the comments there is the picture of the x10 draw on the left.
