What do you guys think of my build?

I have a zotac gaming 3080 10gb that has 2 8 pin slots how should I plug this in?

I just got a pc but I don’t know much about it. I have a 3070ti i7 and 16gb of ram why am I getting 100% gpu and little cpu. How do I fix it without upgrading my cpu.
