Apparently the SO14’s hip fire spread can’t be reduced by 70% to 99(54). Which is better than a VMP [144(60)]

Does this draw reward not count towards your prestige weapon/prestige rewards? Just curious since this is also a luck based draw and the odds are the lowest for the main weapon, isn’t it?
