Low stock score? 9800X3D, 5080 Inno3D X3 OC

Isn't this score a bit low?

And why is my CPU Clock Frequency dropping to 3.6 Ghz?

Edit : "X3 OC" is the name of the graphics card, I didn't overclock anything.
