Just upgraded week ago all works fine temps are great (cinebench top was 71C), but I noticed that it idle at its max speed of 5-5.2 all the time, and temp is jumping its goes up to 48C AIO fans speed up it drops to 44-45, aio fans slows down and repeat whole day. Its annoying.
Is it normal though for it to stay on max clock even at 1-2-3% utilization?

Thanks to user u/Keulapaska I was led into the power options settings and ryzen high performance had minimu processor state at 100%. I set it to 0 and now cpu proferly chills and rests when its not needed.
