I personally believe it was Night Corp. and what confirmed it for me was when I learned the NCPD refused to investigate and said he was “sick”. The NCPD and owned by Night Corp. I think they are involved with every “silent” thing done in this game, they even call themselves “Night City’s Silent Guardians”
They are using AI to mind control and I believe make personal puppets like Mr Blue Eyes, that group of blue eyed men that took Garry most likely being more
Brainwashed corpo goons.
