[BO2] Unable to set Resolution to 4K for full screen

For some reason with the latest Nvidia drivers Black Ops II no longer is able to be set to 4K in full screen, I'm trying to use HDR which requires exclusive fullscreen and I saw that disabling G-Sync can help but it only maxes out to 1440P, anyone else know a solution to this issue? GPU I'm using is an RTX 5080.
