
While meeting Takemura at Tom's Diner, the conversation naturally presents the options for V to hopefully encounter a solution to his/her biochip problem. In my mind, the lines of investigation were ranked in the following way, from best to worst chance of solving the problem:
- Finding Parker: although Takemura and V think that Parker has likely left the city, in my opinion this line of investigation was the best option, considering, that Parker clearly did not seek to get the Relic for her own purposes but, instead, to sell it to someone else versed in the technology and willing to pay a lot for it. We know this because, at Lizzie's bar, Parker mentions that the heist has the potential of changing V's and her life completely. Also, whoever the payer is (since we don't know at this point in the story) there's a better chance of V getting the help needed if he/she chooses, after handing the biochip, to also relinquish the payment arranged for procuring it.
- Getting Hellman: the apparent mastermind behind the Relic (and Arasaka deserter) is dismissed by Takemura who calls him a "pawn", implying, I think, that the technology was more of a collaborative effort within Arasaka than a one-man designed marvel. In this line of investigation, V would have to get Hellman's help out mere coercion or by figuring out some sort of compensation along the way. More than likely Hellman would be able to find some use for the Relic to his benefit but, different from the Parker line of investigation, he is not to be suddenly freed from an expectation of payment, making this option a less influential one.
- Helping Takemura: although Takemura explains that Arasaka would definitely have the people and technology suited for fixing V's problem, it can't be ignored that the corporation in question is the very one that lost the biochip and suffered the damages of the heist that V ventured. Takemura thinks that the corporation shall forgive such actions if they are to get V's testimony of Saburo Arasaka's murder. Since my V used to be a corpo, I think he/she knows that Arasaka is entirely capable of taking V's testimony, the biochip and, later and without hesitation, his/her life.
