After being on my BIOS i came across Intel DPTF (Dynamic Platform and Thermal Framework) setting and how boy after i turned that off that little 4C/8T eat the juice lmao
Btw it hit 86°C with the included stress test and the fan started to ramped up after it passed 70°C
