I swear I looked through nearly every model in the game and only V and jackie have these particular mods on their body (the duel shard ports and what looks to be a jack?). Even went so far as to look at a bunch of random NPCs, enemies of various factions, main characters and side characters. No one else has them.
On one hand it's interesting as heck because it makes me want to know what particular reason these two homies would have the only set, but also what the heck they are (really the thing below the shard ports, because its the most unique thing here) and if they are special in any way?
But on the other it sent me on a maddening hunt to see if I was crazy.
(Only other real explination is it's because their models in game are specifically made like that, but that's a boring answer)
