There is no logic in this. I installed Windows 10 LTSC for a test, then ran the Steam 3DMark Fire Strike, and the physics and graphics benchmarks both scored higher than on a clean-booted 11 (Everything was turned off except for MS services, autostarts were disabled in msconfig). The only thing running was Afterburner with the GPU OC set from +165 to +220, the VRAM OC at +0 +1000 +1200 MHz, and the fan control was increased. And,11 is worse, with and without OC, in every way!
