[ Video Captured at 1080p 30fps, No trims only sped up to meet reddit requirements, 15min <1gb]

Specs:

CPU: Ryzen 7 7700X 8core 16 thread

GPU: RTX 5060TI OC 16gb

RAM, 16×2, 32GB DDR5 6000MT/s duel channel mode

Games running at 4k max settings RTX with HD texture pack capped at 60fps;

Using [ 30-40% of CPU ] & [ 60-80% of GPU ]

My system regularly downloads games at well over 110mb/s while still being responsive. My internet is rated for 2.5 gigabit upload and download. I regularly get under 35ms ping on BO6, And in most First person shooters.

I have tried;

-Re installing drivers,

-Verifying game files,

-Re installing the entire game all 180gb

-Entering dx11 mode via command line in battle net

-Lowering settings to minimum,

-Disabling DLSS,

-Recompiling shaders

-Deleting shaders directly from game files then recompiling

-Restarting my PC

-Checking for windows, Battle net updates, Net Framework updates

-Lowering my resolution to 1080p

-Running the game without HD shaders installed

Now this is not really a issue of gameplay its just really distracting. And Sometimes the animations break too (I wasn't able to capture that in the video)…. Thanks for reading my post and i hope we can come together to find a solution that I hope is simple.
