It initially started after the 2.3 update, was doing Blistering Love and went to go to Vik to upgrade some stuff, as I was rounding the corner right outside of Vik's I got swarmed by maxtac and heard ncpd radio saying they've identified a maximum threat level in the area. Tried to escape, died. Second attempt to go to Vik it happens again, try to escape, can't, too many maxtac.
Third time was fine but the second I left his clinic it happened again. Escape back into Vik's clinic to lose the heat went up to Misty's rooftop to test it, and it happens every time I try to leave the area now. What the actual hell is happening?

This happened to me too, I was leaving Vik’s and suddenly had 5 stars. I went back inside to lose them, and everything was fine when I left again.
Playing on PC, no mods. So far it’s only happened to me once.
Simple. It’s because you don’t go and meet Hanako at Embers.
They received a call from Arasaka, orders to bring you down to Embers.

I just think it’s a bug from update 2.3. Similar things happen to me in different places, and that didn’t happen in 2.2
This happened to me right after or towards the very end of Phantom Liberty DLC. Is that where you are now?
I had this, same place, coming out of Vics, I tailwind down the street to the river, and swam out a bit, the stars disappeared. Im going back, see if it happens again

If you have the face implant from phantom liberty and you are not in combat you can equip it and the stars will go away

Best way to get rid of someone is to hack NCPD
It’s a lot easier to escape if you kill max tac first. Then run away. Max tac is really good at chasing. Run away and hide in corners kill mantis and assault if you can’t kill them all.
