You can also meet him (sorta) at Riot as the DJ.

It’s too bad V doesn’t say anything about this when they first met. Like ‘hey I’ve seen you at Dino’s bar’ when he talks about being a bouncer.
Is that really Reed? I don’t remember him having a purple throat.
EDIT: Went and looked really quick, and yeah, he does have that throat cyber ware, it’s probably just the light in this club making it look purple.
