I don’t think it’s explained, but my theory is that they are telepresence bots. 2 people want to meet, but don’t want to meet in person, but kind of need to, so robots. I imagine it’s the less expensive version of what Hanako does to meet V at the hotel outside of town.
These are robots, and not humans who’ve undergone a full-body replacement. As to why they’re doing wacky things: probably just for a laugh.
They’re most likely proxies being remotely operated. That or AIs getting freaky.

Some are bots, some are FBCs, some are proxies….just depends. In pen and paper Cyberpunk, you can get a bot body like this if you want to go FBC on the cheap. Am guessing that is what some of them are esp those that you see as mercs in the Afterlife. At least that is how I see them…But am basing it off pen and paper knowledge, not sure they translated it over..
Best guess is remotely operated/controlled androids. Think the quickhack for taking control of a car, but using onboard cameras to see what you are doing.
Similar to the sci-fi trope of task/environment too dangerous for humans, so humans instead use cheaper alternative for task/day-to-day
They don’t appear to have room for a brain case, so full-body conversion is unlikely. There are no computers compact enough to fit in a robot that can run a full mind-emulation in Cyberpunk, so they’re not something funky like that. That leaves proxy (though you can see standard proxy-bots in a side job and they’re a little more human-looking than that), or just robots programmed to put on a little show.
They’re an easter-egg. The devs put them in there for the joke. It’s not any deeper than that.

Back in older versions, I thought they were just glitches or unrendered npcs with just the base texture showing, cause I’d often see them smoking, playing card games and drinking.
But I guess that’s just the NC effect.
