The 2000 headshots is really anoying for this weapon. I guess the God of Cod Zombie heard my despair because the Nebula unlocked without reaching 1000 headshot ! Lol

Yes it’s bugged. I used the oil trap technique and had nebula in one game lol

I would highly recommend the oil trap strat on Citadelle to finish headshots! I was in the same boat and finished up nebula first.
