This doesn’t really mean much. It just means they had a more detailed version of the minimap that is used as reference for the placement of each location (Liberty Falls, Colton Hall, Janus Towers) within each map for consistency. Even then, you can see from Shattered Veil that Liberty Falls from afar doesn’t quite line up with the actual map (such as the lack of the cemetery next to the church). There is no evidence to really suggest a Liberty Falls Outbreak map exists.
