It's especially noticable in the Phantom Liberty quest line. Eevry few minutes theres a cooldown and I need to get my ass running around looking for a fuse box or a generator while everyone just sits on their asses waiting for the lights to be on .
These are home made connections most of the time. Like future DIY shit but with breaker boxes and fuses. It’s likely V is not an electrician. So it’s probably just a Way for the developers to show off how useful cyber ware is to just like the average joe (if v was your average joe).
This also just my interpretation so take it with a grain of salt.

That’s just how most FPV shooters video games are, it is hard to give a task in a high action game without really breaking up the game loop.
Most of Halo 1 boils down to “Chief, you are the only one who can press this button”, to the point they made a cannon reason why only humans can push forrunner buttons.
20 years later, even helldivers need to be on-site to push a couple of unsecured buttons.

Loved this quest. Course, I’m also a big Sisters of Mercy fan, so I might be a bit biased. I personally think the quest to free the dolls from Tyger Claw control should have been named Temple of Love.

Well it’s a way to either get you away from that character so a set scene can happen, or it puts you in the position for an upcoming battle. Start paying attention and you’ll realize it’s intentional not just a chore boy thing
