Hello. I've recently got a little board with N355 CPU for a homelab.

Overall it works fine, but I've found one disappointing pitfall – it doesn't boost beyond 3.0GHz, even in single threaded workloads, despite being advertised being able to burst 3.9GHz. For example, here is throttlestop bench throttlestop bench.

I though it could be due to power limits (PL1/PL2) and managed to increase them from the default 9W:12W to 45:45. But that only changed the total power consumption during prolonged multithreaded workloads, apparently because now cores can sustain 3GHz for longer, before dropping to 2GHz. So this isn't what I'm looking, single-threaded max frequency is still capped at 3GHz.

I suspect that something else is blocking the boost. What it can be?
