Same thing happened to me. Its literally a wardrobe malfunction, where/when you previously didn’t apply your clothes properly. I think it has to do with using outfits. It’s been a while since I played, but this happened to be at multiple stages in the game – including the ending.

TBH it’s criminal that you’re not even allowed to keep any clothes you might have had at the end of a playthrough, the real tragedy for my corpo V was not the situation the ending has put him in, it was the fact that in addition he had dress like a chump

When you wake up in Langley you’re naked. If you don’t get dressed before talking to Reed you’re still bare-ass when the game drops you back in night city. Since you have no reason to go mess with your clothes/gear, most players don’t notice until this cutscene.

You were in hospital so your clothes were in a locker because you had a hospital gown on. You didn’t put your clothes back on, and the doctors made you give the gown back, so you’re now naked.
