I don't know what is causing this, but I had a five-month-old and one-year-old post where I said that my 7950X3D does not go to 95C But hover is around 70 during stress tests.

I have not delidded my CPU.

As far as I can tell, it's not throttling, and I set PBO limits to 1000 watts which will then be limited by it being an X3D chip to ~ 170 watts.

Every month or so, I'll get a reply telling me that I'm lying or that I am wrong and that's not how these cpus work. I don't know what to do so I decided to make a post about how I cool my rig.

I bought a Arctic freezer II 420mm because I thought it was funny number. They don't sell these anymore because the 3's have overtaken the 2's. I used this in my 5950x build and moved it over to my 7950x3d build. I don't believe the II is dramatically or even slightly better then the III I believe they would perform the same.

That's it. I didn't use a secret compound of Area 51 Cooling Juice. I'm not using phase change material. I'm using the thermal paste that came with the motherboard which I believe is just a generic version of Arctic silver.
