Plants+concrete/city doesn’t inherently mean solarpunk. This is clearly a deserted, overgrown cityscape and is thus post-apocalyptic. Looks of a piece with the scenery from *I Am Legend*.

tbh, could be anywhere that makes sense. It’s just a place, in specific state. Nothing too specific. So could be abandoned corporate installation, after the 2nd corpo wars it became unprofitable. The pandemic of 2086 reduced the population, so this place now stands abandoned, overgrowing with vegetation.
But you can write any other story, fitting solarpunk or whatever, alien planet and what not. Cyberpunk just happens to be the most popular genre, so it’s natural people tend to see many Sci-Fi as Cyberpunk (or indeed solarpunk). Rather than other (sub)genres that are less known.
