A lot of people level all the way up before starting Konpeki Plaza. I never understood the appeal of that myself, because it runs against the story progression. Besides, I like a challenge; being too strong for the level design is a bit boring. But hey, it’s your game, do as you will.

I did the same on my second and third. Just cleared everything possible before the Konpeki heist. Then it gets stored in the car and I collect the next set of items in the building.
