You may have “taken care of her” prior to this in your previous playthrough.
It looks like Jotaro Shobo is sitting next to her.At least on the official Wiki page he has the same suit.
She looks at you, gives a little smile and then never looks at you again in that scene.
She only appears there if you left Clouds with her

I’m sorry she never makes it out of the penthouse when I’m playing. I usually carry her over to the balcony and throw her over the side like I do Woodman. I just like throwing people off of balconies ok.
Never saw her because her head never stayed on her body
I didn’t notice her, but i offed her in all 3 of my play troughs. I did get a chuckle when my V got a little to dunk at the Black Sapphire and Johnny made a comment on it.
I killed her in my first playthrough so I didn’t get to see this
She dies every playthrough regardless of what I’m doing
I’m just glad enough people actually read the shards to know who Jotaro is.
Dang I thought I threw her off a building a few months back.
