Found this sign from the infamous Maelstrom brothel just hanging here under an advertisement. I didn't know this asset was reused anywhere else. It's definitely weird to see this, just hanging here, in full view of potential NCPD officers.
The area I found it was the buildings just south of Viktor's clinic. Stay classy, doc.

Considering it’s a *Maelstrom* brothel, the “barely” part is more surprising than the “illegal” part.
Also, I doubt Viktor has control over who his neighbors are.

Don’t read too much into it, honestly – banners like these are reused **a lot** throughout the game and you’ll probably find dozens of “Barely Illegal” joints all over NC, I think there’s even one in Dogtown, in this underground “mall” thing in the center of a map. it’s a sex shop with a interesting display featuring mannequins being, erm, *busy*.
It’s just a byproduct of how big the city actually is – one of the shortcuts CDRP needed to make if they didn’t want to spend next 10 years by just coming up with names and banners for all the little businesses peppered all over NC.
General rule – if you can’t *physically* enter a building (think: Afterlife, various other clubs, shops, burger joints and so on), it’s most likely **not** the real deal.

Pretty sure there’s a side gig or an ncpd callout that relates to this, and it’s exactly what it sounds like.
You overestimate how good the NCPD are at their jobs. And you underestimate just how bad things get in Night City.
Read the Scav shards at all? Done some of the side gigs involving the human trafficking of the Tyger Claws? You’ll see just how depraved things get.
For enough eddies, I’m sure you can buy whatever you can come up with in Night City. And it’s your job as the best merc the city has ever seen to wipe the floor with those people.
