Sounds like something mods can fix
It’s in the desert you go get it and find keys for it.
When you chasing one of the delamains in north(Watson?). You get through a warehouse where u can get this.

You don’t need this exact one. There’s three Mizutani Shions for sale, including two armed ones (the Coyote and the Samum). The Samum in particular is glorious because it’s the fastest rocket launcher car, and seems to handle better than the others.
You can mod it in if you want that exact one, of course!
There’s a mod for it, it’s my fav vehicle for my netrunner V
The type 66 javelina is the closest I know to this car, I’m afraid.
