On one side, you side with Reed who has reached a level of bootlicking and mental gymnastics only Takemura can rival.
On the other hand, you have a orchestrating broken woman that is Songbird who would ultimately throw V away like a banana peel.
But then you have Hansen. He manages to build a "independent" state to go against the NUSA. He appeared methodical and decisive. Would clearly accept V and their combat expertise under his wing if it wasn't for them being an "FIA agent".

I think it’s better to say no one is normal when you have this much power. hansan is more relatable than normal he is a fascist strongman, and that is just appealing to have this kinda unstoppable force that will fight back but I mean he is just as much of a bad guy as anyone that is in a position of power in night city

Normal my left, right, and shaft. He’s a dictator and warlord who judges people based strictly off of whether or not they’re useful to him. Whatever he builds in Dogtown ultimately is still dependent on imports, and the only thing he could offer to the world outside is military force. He’s an honest brute, but a brute nonetheless.

Replaying the game keep reminding that comment where they suggested an ending where you side with him: something along the lines of “I give you the American Cunt, you give me the chip with my cure”.
Because honestly you only need the chip, not all the others stuff like Myers and SoMi. In a way you can argue that like SoMi, you are only doing this for the chip
He’s deranged, but he’s not that different than Reed.
The difference between the two is that Hansen didn’t accept passively to be thrown under the bus by Myers and co, and decided to fuck them over big time. But, he wasn’t smart enough to actually outplay any of the major players he got involved with, and he’s clearly also a rabid dog.
But it’s interesting to see what Reed could’ve been if he was a crazy-ass mercenary

Walking around his party and hearing the deals and discussions the people in that room are having with each other puts him at the same level as any other big bad in this world, in my opinion. The only way I’d ever think this guy wasn’t also a power hungry monster would have been if he pulled a Johnny Sillverhand on everyone in the Black Sapphire during the event.

Hansen is a Warlord but not really noteworthy beyond that. It’s telling he doesn’t have any big evil scheme beyond “continue to make money and amass power” he isn’t a super villain he’s just a guy.
Similarly, Barghiest is basically just a gang with a military fetish. Not good but not really any worse then the dozens of other gangs in the city and a good deal better then a few of them like Maelstrom or the scavs. It’s telling that after Hansens death the game basically tells you “it’s probably best if Barghiest stays strong and independent so Arasaka doesn’t get another foothold in NC.”
Hansen and Barghiest are dicks to “us” but a running theme of phantom liberty is separating your personal feelings from greater moral and practical considerations. It challenges you not to be the usual hyper retributive murder hobo that a lot of rpgs fall into.
He’s an asshole but at least he’s honest about it. The rest are all fake smiles but are just as ruthless as Hansen.
Imagine joining Barghest and with them raid Arasaka tower. Now that would have been cool!
It’s one of the reasons why I like working with Mr. Hands aswell, he is honest. No beating around the bush, his sending you on a job that is extremely dangerous and he informs you of this in a straight to fact way. No trying to stroke your ego or hype you up.
I don’t fully trust Mr. Hands, but atleast his honesty let’s me know he respects me as an indivisual.
