Your not doing anything. It doesn’t need to boost up to max clocks on an empty desktop, but if you do game you can test it out if it’s actually stuck then rma.
Also we need more context then “help it won’t overclock” while at no load.

Laptop drawing 750 W of power doesn’t look right. May be bad sensor readings. A BIOS update could fix that if there are any newer ones.

Try to find another software more accurate, u can t trust what gpuZ says as its clearly wrong in many ways

You might need to check and see if there are any Windows updates you’re missing by right clicking your Start menu, clicking “Settings”, opening “Update & Security”, and clicking the button labeled “Check For Updates”. If that doesn’t help, try reinstalling your motherboard chipset drivers, seeing how every piece of hardware in a PC/laptop depends on the motherboard functioning correctly…
Also, like someone else mentioned, use something more reliable like HWiNFO64 to monitor your temps, voltages, power draw, etc…
This SEEMS to most likely be some sort of driver issue somewhere…
