I think if his government orders him to bomb an orphanage, explaining that it is for the greater good, he will do it without hesitation.

He is a good soldier.
Toa_Senit
He’s a loyal attackhound who wants to see himself as the good guy. As long as he believes that it’s for the “greater good”, he would do anything the NUSA wants him to do.
aclark210
I think he’s a decent (but morally gray) guy working for a shitty boss and trying **HARD** to ignore that she’s a shitty boss. He has issues with the things he does, but he knows him having those issues won’t change anything cuz he’s just a cog in the machine. So he bottles up those regrets and hesitations and does the job anyway.
Edit: on a side note I REALLY WANT THAT VEST.

Reed seems to me someone who desperately needs the veneer of honor and loyalty in order to mask the true nature of what he does, and who he is. He is mortally afraid of losing his identity, of losing a greater cause to serve, because he doesn’t know who he is. Or rather, because he knows he is nothing at all.
gothic_they
he is a ‘good’ guy, but is misguided by ‘principles.’ i dont for a shadow of a second believe he is bad, and he genuinely does care for V and songbird in his own way. but he would do anything for the NUSA at th same time.
Beardedgeek72
He’s a government special agent without the willingness to make his own decisions. An attack dog attached to one of the most loathsome people in North America.
He is bad. Very bad.
Assassin-49
He’s incredibly loyal to myers and has some desire to protect somi but it just failed and now he’s a blind hound attacking anyone it smells under the orders of its owner . But can’t hate him for it , he says no and myers would have him killed or worse . So when I shot him I didn’t feel anything and it was just that
alirezahunter888
He’s a decent guy (by cyberpunk standards) who’s extremely loyal to some really bad motherfuckers.

Reed *could* be good, but is the representation of your typical soldier-turned-blind by duty, to the point where he will somehow find any reason to validate his superior’s orders, even if he subconsciously knows they are wrong.
He is so determined to be an agent of the NUSA that he forgot what it is to be human first and foremost. He can’t (or won’t) muster thoughts of his own, and will act like a loyal dog as long as his master is there giving him orders.
Blind loyalty is a bitch.
Would he be working for anyone else ; a person who truly wants to do good namely, then I am certain he could be a genuinely great person — someone loyal and caring and with a determination of steel. But sadly, all these qualities are currently used in the wrong set of hands, and so his actions will be flawed regardless of his actual intentions.
He lost his humanity for the sake of the “greater good”.

I wouldn’t be surprised if NUSA brainwashed its agents to bend their sense of what’s “good” to anything Myers tells them has to be done.
It would make sense then why Reed can say that they have to help Somi and that she has to face the consequences for what she did in the same sentence. For him these are both “good” things.
NikushimiZERO
I think he thinks he’s a good guy who does bad things so others don’t have to. He justifies it as necessary, despite having all the options and choices to do otherwise.
He complains about what he does yet never chooses to do anything different and is upset when it’s not. Definition of insanity imo.
Bames-nonds
He’s a loyal dog is all. The only redeeming quality he has is what you see is what you get.
