Download newer version of HWinfo. Look at presentmon section and see if there’s long GPU or CPU wait. I’m speculating there might be some bottleneck. In heaven, are you testing with ultra quality + extreme tessellation?
Please also use GPUZ, check what PCIe speed it’s running on… Looks like it’s running on PCIe 1.0.
Edit: You should be on PCIe 3.0 on a B450 board. at 8.0 GT/s.
