Probably because those that implemented clothing for players and those designing NPCs weren’t the same team. Most likely the clothes of npcs are modelled and animated together with their body, while clothing for Players are separate.

Short answer: CDPR screwed the pooch in regard to managing the dev cycle for Cyberpunk and bit off waaaaaaay more than they could chew.
They implemented not even half of their vision for the game, released the game in alpha state, and took another 2 years of dev just to get it in a stable state.
It’s why we don’t have wall running, why everyone else gets awesome looking implants and clothes while V is stuck with minimalist implants and a basic few sets of clothing (why can’t we install the cool visor eyes, or a deep dive port, or get jacked like an animal which IMHO V should look more and more like an Animal gangoon as their body trait increases), and is why V does not have a reflection.
It’s also why I play on a PC with >200 mods.

This annoyed me too so i tried looking for mods that added clothes but most of them seem to be mods for modded body types, which i personally was not interested in modding.

This gets under my nerves so bad, I see NPCs with really cool articles of clothing that we can’t get all the time.

I’d love far more options. It feels like it’s just very few kinds of clothes but with different skins. Why not let yo get access to all of it like thr npcs have? It’s there already.
Oh and I’d love to get things like glowing chrome.

In all reality tho I assume it had something to do with the 1.0 armor = clothes and having so many clothes pieces already. Or maybe size or animations for quite a few I feel like

I love *Cyberpunk 2077*, but I don’t understand some of CDPR’s choices. They be like, *”See all these amazing tattoos, garments and cyberware that someone spent time designing, modeling, and animating on NPC´s? Well, you can’t use any of them—here, have some baggy shorts instead.”*

I got a lot of those using mods.
Because they didn’t add them, that’s why.
Because V would have looked even more like a clown before the clothing overhaul
you can get the Atelier mods and have most of these if you want….
halfway through every play through, i always put Johnnys arm on my V. Just feels right. Game doesn’t quite feel complete without the Atelier mods.
