There are other maps that have perks spawn in different locations. Der riese, Shadows of evil, zetsubou, and zetsubou are just a few examples. Nuketown zombie’s main gimmick is that the perks spawn in different locations at different times.

What about Shi No Numa?
The Giant? Shadows?
Nuketown Zombies – randomized predetermined spots.
Die Rise – On non-solo matches, perks shuffle elevators. And contantly moves throughout gameplay hence never in the same spot all the time.
Shadows of Evil (?) – Jugg, Double Tap, Speed Cola shuffle positions, but has an indicator which perk is in each area.
Zetsubou no Shima – Jugg, Double Tap, Speed Cola, Stamin up, Quick Revive shuffle locations.

To clarify, we must keep in mind that BO4 changed how the perks work, so they can be manually assigned for whatever machine pre-match
So the physical machine/statue seen in the Cellar and Terrace moves altogether but nothing takes its spot
Moon? Shi No Shuma? The Giant? What about Zetz? All of those have randomized perks
It’s also one of the last maps to have a soul in zombies
